Head of state held meeting on development of transport and transit potential
Under the chairmanship of the President, a meeting was held with the participation of the leadership of the Government, heads of relevant ministries and departments, national companies to develop the country's transport and transit potential.
Kassym-Jomart Tokayev noted the special role of the transport and logistics industry in the Kazakh economy. According to him, this area is important for enhancing the interaction of regions. However, the geopolitical situation and the sanctions confrontation led to a break in the traditional transport and logistics chains.
During the meeting, the need was emphasized to work out alternative routes for communication and delivery of goods, as well as diversification of supplies.
According to the President, it is necessary to take a set of measures to ensure the safe and uninterrupted export of domestic products. The head of state stressed that it is necessary to maintain the leadership of our country in the Central Asian region and develop Kazakhstan as a reliable transit hub. To this end, it is necessary to form alternative railway routes. In particular, we are talking about the implementation of the Dostyk-Moiynty, Bakhty-Ayagoz, Maktaaral-Darbaza projects, the construction of a bypass railway line bypassing Almaty.
Kassym-Jomart Tokayev instructed to take measures to strengthen the railway fleet and overhaul the tracks.
"It is necessary to focus on the development of domestic railway engineering. There are certain backlogs. It is necessary to actively support Kazakh producers," he said.
The President considers it necessary to carry out a large-scale modernization of the national company "Kazakhstan Temir Zholy".
Perhaps the time has come to transform KTZh into a national transport and logistics company. This will expand the mandate and tasks of KTZh, will allow the company to work more comprehensively to develop the country's transport and transit potential, the Head of State said.
In his speech, the President paid special attention to the development of maritime transportation.
"Kazakhstan has never been a maritime country and therefore has not fully utilized the possibilities of maritime transportation. Now is another time. I set a strategic task for the Government - to transform our ports, turning them into one of the leading hubs of the Caspian Sea. Conceptually, I agree that it is necessary to strengthen the marine fleet and create a container hub in the port of Aktau," the Head of State emphasized.
Kassym-Jomart Tokayev called the diversification of oil supplies another important task.
"The priority direction is the Trans-Caspian route. I instruct KazMunayGas to work out the best option for its implementation, including the possibility of attracting investors from the Tengiz project. The government, together with Samruk-Kazyna, should take measures to increase the capacity of the Atyrau-Kenkiyak and Kenkiyak-Kumkol oil pipelines," the President noted.
Road infrastructure development also remains a priority. The head of state believes that, first of all, it is necessary to complete the reconstruction of the already launched main routes (Aktobe - Kandyagash - Makat, Atyrau - Astrakhan, Almaty - Karaganda and Taldykorgan - Oskemen) in a timely and high-quality manner.
The President also drew attention to the need for efficient use of budgetary funds and the widespread involvement of domestic companies.
"I draw special attention to the fact that maximum budgetary efficiency and increasing local content should become the key principles for the implementation of projects," the Head of State emphasized.
In addition, the Government was instructed to fully automate the process of customs clearance and border control by the end of the year.
During the meeting, Minister of Industry and Infrastructure Development Kairbek Uskenbayev, Minister of Energy Bulat Akchulakov, Chairman of the Board of JSC “NC “Kazakhstan Temir Zholy” Nurlan Sauranbayev made presentations. The discussion was also attended by Prime Minister Alikhan Smailov, Deputy Prime Minister - Minister of Finance Yerulan Zhamaubayev, Chairman of the Board of JSC NC Kazmunaigas Magzum Mirzagaliyev.
